Fishing is an activity learned by meeting Bill the Walrus at Meteor Lake. He'll give a tutorial and a fishing rod. Bait can be used to speed up the fishing process, it can be obtained from the cat that lost their camping permit. Fish can be sold to the pelican captain in the northeast, with each species earning coins the first time and bait from the second time onward. He will comment on it and give a reward based on the specimen (for bait: 1 for regular fish, 2 for big or tiny ones, 3 for special varieties, 4 for big or tiny and albino specimens of special varieties). After selling him 3 types of fish, he'll give Claire the fishing journal, which shows each of the species caught and hints on where to find them. After selling him every type of fish, he'll give Claire a golden fishing rod, unlocking the achievement "The Fish are Biting Today". The golden fishing rod increases your chances of catching a rarer variety.
